Special Meeting of Council called to order at 5:30 P.M. by President Seelie.

Present: Councilmembers Denis P. Dunn, Edward FitzGerald, Thomas J. George,
Robert M. Seelie.
Motion by Mr. George, seconded by Mr. Dunn, to excuse the absences of Councilmembers
Corrigan, Roth and Skindell.
Motion adopted. All members present voting yea.

Also Present: Mayor Cain, Law Director Spellacy, Police Chief Malley, Health
Commissioner Evans, and Human Services Director Carey.
Mr. Seelie indicated the Meeting was called for procedural purposes because the ordinances needed to be placed on second reading before receiving the required three readings.
He indicated forms were available for questions to be answered at tomorrow’s public hearing.
****OLD BUSINESS****
1. ORDINANCE NO. 134-02 – An Emergency Ordinance adjusting appropriations for expenditures in the General Fund and the Hospital Fund for the fiscal year ending December 31, 2002 for the purpose of taking measures for West Nile Virus prevention. (FIRST READING & DEFERRED 8/12/02).
Motion by Mr. Seelie, seconded by Mr. George, to place Ordinance No. 134-02 on Second Reading and refer it to the Committee of the Whole.\
Motion adopted. All members voting yea.

2. ORDINANCE NO. 135-02 – An Emergency Ordinance authorizing the Mayor
(Director of Public Safety), the Director of Public Works, the Director of Law,
the Director of Finance, and/or the Procurement Officer to enter into contracts
for professional services, and to purchase any and all supplies, services and
equipment as necessary for the West Nile Virus Prevention Program as authorized
by the 2002 Appropriation Ordinances and the Administrative Code of the City
of Lakewood. (FIRST READING & DEFERRED 8/12/02).
Motion by Mr. Seelie, seconded by Mr. George, to place Ordinance No. 135-02
on Second Reading and refer it to the Committee of the Whole.
Motion adopted. All members voting yea.

Mr. FitzGerald outlined what was expected to take place the next night in the
Health and Human Services Public Hearing. He said he wanted to have a balanced
presentation. He said that meeting would focus on a timeline on what the City
has done, what other cities have done and what are the possibilities for the
future and what are the health options. He said there was another Council meeting
scheduled for Friday, and that a report from the Health and Human Services would
be provided.
Mr. Corrigan indicated he attended the Commissioners Meeting on the West Nile Virus held that afternoon and said it was informative. He said there were officials form both the state and county centers for disease control. He said there were also doctors there from Metro Health Medical Center.
