LAKEWOOD CELEBRATES THE FOURTH OF JULY
Parade at 10:00 AM, Band Concert at 7:00 PM and
Fireworks in Lakewood Park at DuskLakewood Mayor Ed FitzGerald today announced that Lakewood resident Paula Reed will serve as the Grand Marshall for the City’s Fourth of July parade. The parade is scheduled to step off on Saturday, July 4, 2009 at 10:00 a.m. on Lake Avenue at Kenneth Drive and conclude at Lakewood Park.
Paula Reed is a long-time Lakewood resident and community activist. She has been a Realtor with Prudential Lucien Realty since 1983. She specialized in sales of Lakewood houses from 1983 until 2005 when she retired from sales and became Training Director of the company. Paula was a member of the Board of Directors for the Cleveland Area Board of Realtors (CABOR) from 2004-2007. She has served as a member of Grievance & Professional Standards Committees of CABOR since 2001. Paula also serves as a Member of Board of Directors of Ohio Association of Realtors.
In addition to her profession experience, Paula has been actively volunteering with many Lakewood community organizations for years. Paula was a member and served in many leadership positions in the Preschool PTA and PTA for 20 years. Paula has also served as a member of the school levy and bond issue committees over the years. She was President of the Lakewood Historical Society from 2003 to 2006 and has served as the Chair of the annual Sale on the Grounds since 2005. Paula was member of the Lakewood Heritage Advisory Board from 1999 to 2005. She was named Sun News Lakewood CitiSun of the Year in 2004. Paula is a founding member of the Live Well Lakewood Organization and board member of LakewoodAlive and chair of the Downtown Lakewood Program.“We are pleased to honor Paula Reed for all she has given to the Lakewood community” said Mayor FitzGerald. “We are proud to have her serve as Grand Marshall of the Fourth of July Parade.”
Joining in the parade will be musical favorites, the Lakewood High School Ranger Marching Band, St. Edward High School Band, the Lochaber Pipe Band and Red Hackle Pipe Band.
After the parade, festivities will continue in Lakewood Park with games, food, activities and information provided by several of Lakewood’s community organizations. At 7:00 p.m., the Lakewood Project, Lakewood High School’s Youth Rock Orchestra, will perform at the Bandstand at Lakewood Park.
The Fourth of July festivities will conclude with Lakewood annual fireworks extravaganza at approximately 9:45-10:00 p.m.

H2O Summer Service Camp Celebrates 15th Anniversary of Engaging Lakewood’s Youth in Community ServiceLakewood’s H2O “Help To Others” Summer Service Camp kicked off another year of camp on Tuesday, June 16. The camp is a uniquely designed service learning program offered to 11 – 14 year old residents of Lakewood. The mission of H2o Summer Service Camp is to strengthen and enrich Lakewood and the greater Cleveland area by engaging its youth as community builders. Through H2O Camp, middle school students are encouraged to become “action architects,” designing and implementing solutions to community needs.
Using a wide range of daily activities, Lakewood’s middle school youth are exposed to social responsibility and civic learning. Each summer, 200 middle-school students are mentored by college age counselors, introduced to activities that foster personal growth, and are engaged in service learning opportunities all over northeast Ohio communities. Throughout the summer, over 128 “work trips” will be made to Northeast Ohio community organizations including Ronald McDonald House, Cleveland Foodbank, Camp Can Do, Crestmont Nursing Home and Lakewood early childcare centers.
Wrapped around a yearly theme and held over four two-week sessions, small groups of campers work closely together. Campers perform needed volunteer assistance at NE Ohio community organizations as well as prepare crafts & goods to be sold at community festivals, sort donated clothing for an annual 20,000 item “Clothes 4 Kids Super Sale”, help elderly Lakewood residents with yard work, and other identified service projects.
This year’s camp theme, “Planting Pride…Growing Goodness” highlights H2O’s commitment to the environment. Thanks to a newly formed partnership with LEAF (Lakewood Earth and Food Community), H2O campers will learn first hand about gardening and the value of locally grown, sustainable food sources by cultivating two large garden plots at Madison Park. When harvest time comes, H2O campers will donate the nutritious, fresh produce to Lakewood Christian Service Center for client families in need of emergency food.
Community financial support is essential for H2O Camp. While H2O is sponsored by the City of Lakewood, the H2O Summer Service Camp program is funded through private donations and grants. These funds are used for hiring & training camp counselors, paying transportation costs, and purchasing necessary supplies. Strong financial support enables H2O to keep camp fees affordable for all Lakewood residents. Camp donations are tax-deductible. LAKEWOOD TO HOST HOMEOWNER FINANCIAL EDUCATION FORUMThe Lakewood Division of Community Development will host a Financial Education Forum on Thursday, June 25, 2009 from 6:30 PM to 8:30 PM at Harrison Elementary School, 2080 Quail Avenue. This forum will provide resources to assist Lakewood homeowners with questions about their homes or rental properties. Topics to be covered include Property Valuation, Rehabbing Property, City and County Programs, Rental Resources and Home Repairs.
Representatives from Charter One Bank, the Cuyahoga County Auditors Office, City of Lakewood Division of Community Development, Cleveland Tenants Organization, First Federal of Lakewood, Mediation Center and the County Foreclosure Prevention Program will be on-hand to provide information and answer questions.

Meet The Trucks Set For June 6thThe City of Lakewood and the Lakewood Early Childhood PTA invite you to attend the 4th Annual Meet the Trucks on Saturday, June 6, 2009 from 10:00 a.m. to 2:00 p.m. at Lakewood Park, 14532 Lake Avenue. Come see, touch and explore the City’s fine fleet of trucks and vehicles.
Vehicles on display will include an aerial truck, dump truck, fire truck, ambulance, police car, police motorcycle, SWAT vehicles, U.S. Postal Service Truck, MetroParks Nature Tracks Bus and more. In addition, the Lakewood Early Childhood PTA will offer crafts, face painting, a D.J., bounce houses, Jungle Bob, a balloon artist and much more. Refreshment will be available.
Quality bike and multi-purpose helmets will be available for purchase while supplies last. Lakewood Hospital will offer an “Ask A Doc” booth and The Cleveland Safe Kids Coalition will be providing car seat safety checks. The Burning River Roller Derby Girls will perform at the skate park and Spin Bike Shop of Lakewood will offer a bike repair station. There will a miniature safety town staffed by the Lakewood Recreation Department.
Attendees are asked to bring a canned good which will be donated to the Lakewood Christian Service Center, the City’s food bank.

Lakewood Farmers Market To Open Wednesday, June 3rdThe Lakewood Farmer’s Market opens for its 11th season on Wednesday, June 3, 2009 at 10:00 a.m. in the Kaufmann Park Parking Lot behind Drug Mart, 15412 Detroit Avenue.
The Farmer’s Market offers locally grown produce along with freshly baked breads and pastries, artisans and craftspeople who help to create a festive market atmosphere for the Lakewood community. The Market will operate every Wednesday through September 30, 2009 between 10:00 a.m. and 1:00 pm.
The Market is operated by the North Union Farmer’s Market in collaboration with the City of Lakewood and features vendors who grow their own produce on small, family-owned farms. Organizers expect up to 15 vendors at each Wednesday’s market.
The North Union Farmer’s Market is a not-for-profit organization incorporated in 1995 dedicated to supporting family farms in northeast Ohio, providing urban people access to fresh, locally grown produce and creating a wholesome family activity that builds community.

Lakewood To Provide Residents With Easy-To-Use Program That Can Help Save Money On Prescription Drug PurchasesThe City of Lakewood has a new program to offer savings on prescription drugs to residents who are without health insurance, a traditional benefits plan, or have prescriptions that are not covered by insurance. The city is making free prescription drug discount cards available to city residents through a program sponsored by the National League of Cities (NLC). The discount cards offer average savings of 20 percent off the retail price of commonly prescribed drugs.
Available beginning June 1st, the discount cards may be used by all Lakewood residents and has no restrictions based on the resident’s age, income level, or existing health coverage. The NLC card can be used when purchasing prescription drugs at participating pharmacies around the city, as well as at more than 59,000 participating retail pharmacies across the country.
“In the current economic climate, where many people are watching what they spend, the NLC prescription discount card will offer significant savings on the purchase of prescription medications for our residents,” said Mayor Ed FitzGerald “Whether or not an individual has prescription coverage, this program can make it easier for our residents to afford the drugs they need to deal with a short-term illness or stay healthy by managing a chronic condition.”
NLC and Lakewood are able to make these money-saving cards available to city residents at no cost to the individual. Discount cards will be available at Lakewood City Hall, North Coast Health Ministry, Lakewood Hospital, Lakewood Public Library, The Family Room, Lawther Center (West), Wellness Challenge Events, Barton Center, Lakewood Chamber of Commerce and participating pharmacies.
“Not only does the NLC prescription discount card help residents save money on their medications, it is easy to use,” said Mayor FitzGerald. “Lakewood residents only have to show their card when purchasing medication at one of the many participating pharmacies. There is no enrollment form required to get a card, no membership fee of any kind and city residents and their family members can use the card any time their prescriptions are not covered by insurance.”

RISE TO THE CHALLENGE! LAKEWOOD FITNESS CHALLENGE TO BEGIN ON MAY 6THMayor FitzGerald has a lofty goal for Lakewood-to become the healthiest city in Ohio. The Live Well Lakewood Wellness Challenge is a step (literally!) in that direction.
Live Well Lakewood is a volunteer organization whose mission is to promote healthy, active living in Lakewood. With the support of the city, Live Well Lakewood is offering a program to help Lakewood get healthier. This free program is made possible through the sponsorship of Discount Drug Mart, Lakewood City Schools, Lakewood Hospital, Lakewood Recreation Department and Medical Mutual of Ohio.
The Wellness Challenge involves teams of four encouraging each other to practice healthy eating, to get moving, and to explore Lakewood on foot or bicycle. Participants can sign up with three friends or make new friends by joining a team. Every week between May 6 and July 8, there will be a meeting at Lakewood City Hall where participants will get tips on healthy eating from the OSU Extension Service, a sampler of wellness programs from a variety of Lakewood providers and free giveaways including a t-shirt.
The first session which will take place on Wednesday, May 6, 2009 between 5:00 PM and 7:30 PM will include a free wellness evaluation comprised of a blood pressure reading, glucose and cholesterol screening, strength and flexibility measurement and height, weight and waist/hip ratio. The remaining sessions will take place on Wednesday, May 13, Tuesdays, May 19 & 26 and Wednesdays, June 3, 10, 17, 24, July 1 and July 8 from 6:30 PM to 8:00 PM at Lakewood City Hall.
The last session on July 8 will include a re-evaluation so participants will be able to assess their progress on the path to maximum wellness. Those who complete the challenge will be recognized at the Lakewood Alive & Well Street Walk on July 18th. Prizes will be awarded to the male, female, and team who make the most progress toward better health.
The Wellness Challenge is open to anyone 12 and up who lives or works in Lakewood. Participants may sign up in person at the Lakewood Home Improvement Expo at Harding Middle School on April 25 or at the Lakewood Hospital Ambulance Chase at Lakewood Park on May 3rd. WHILE OTHER CITIES ARE LAYING OFF POLICE OFFICERS, ONE LOCAL COMMUNITY IS INCREASING THEIR POLICE FORCE BY OVER 15%While other cities facing financial difficulties have been laying off police officers, the City of Lakewood is on pace to increase the number of police officers on the streets by over 15%. This is all part of a law enforcement initiative begun in 2008, which includes the establishment of neighborhood police offices in each of the city's four wards.
There will be a ribbon-cutting ceremony to inaugurate the opening of the final of these four Neighborhood Police Offices throughout Lakewood on Monday, May 4, 2009 at 5:00 p.m. The new Ward 1 office is located at 17415 Detroit Avenue. This is the completion of another element of a city-wide community policing initiative which includes more park patrols, bike patrols, foot patrols, and involvement with neighborhood block clubs.
Present at the opening will be Police Chief Tim Malley, Mayor Ed FitzGerald, members of the Lakewood Police Department, as well as residents active in neighborhood block clubs.
"Our Law Enforcement Initiative is moving forward as planned, despite the difficult economic climate," stated Mayor Ed FitzGerald. "Our neighborhood officers are a visible presence on our streets. By adding police and working with our block clubs, we're helping to keep Lakewood safe."

Examining the Link between Arts and Culture and a Community’s Economic VitalityArts and Culture is clearly visible all over the City of Lakewood. From the designs created by Virginia Marti students to the dramatic productions at the Beck to the artists’ studios at the Lake Erie Screw Building… art is a way of life in Lakewood.
The Lakewood Planning Commission Sub-Committee on Arts & Culture will host a second community meeting to discuss arts and culture in Lakewood. This meeting will be held on Thursday, April 23, 2009 from 6:30 – 8:00 p.m. at the Winchester, 12112 Madison Avenue. The Community Meetings aim to actively encourage and support a lively and progressive arts and cultural discussion on the subject of Arts and Culture as an opportunity for economic stability. The public is encouraged to attend.
The Community Meetings will focus on three primary questions:
- What do artists need and want to make Lakewood the place they live and work?
- What are Arts and Culture Districts?
- How do would we benefit from them?
Moderator for both evenings will be Tom Schorgl, President of Community Partnership for Arts and Culture (CPAC). Among Schorgl’s achievements with CPAC’s staff have been working with Cleveland City Council to develop a Live/Work ordinance that enable the creation of downtown spaces in which artists can reside as well as maintain their work studios; provided program development counsel for Cuyahoga County Department of Development to implement its Arts & Culture as Economic Development (ACE) grants; creating CPAC’s Artist as Entrepreneur Institute to provide business training to artists; recent work to strengthen the partnerships between artists and neighborhood development corporations through the Rust Belt to Artist Belt conference, and the launching in January of the Creative Workforce Fellowship program designed to retain and expand the County’s artists.

BECK CENTER FOR THE ARTS TO RECEIVE STIMULUS AND GRANTS FROM CITY;
CITY OF LAKEWOOD RENEWS COMMITMENT TO CULTURAL ARTS INSTITUTIONToday, Lakewood Mayor Ed FitzGerald and Beck Center President Cindy Einhouse announced $100,000 in support for The Beck Center for the Arts.
Earlier this year, the City of Lakewood obtained federal stimulus funds for energy efficiency. The Mayor’s plan reserves approximately $55,000 of those funds for Beck Center energy efficiency projects. This commitment will enable, much needed facility upgrades and reduce operating costs. The investment will have multi-year benefit to the non-profit’s operations. It is estimated that $10 million dollars is added to the local economy from the Beck Center’s activities.
“For more than 75 years, the Beck Center has been a valued community arts institution and coveted asset to our city,” stated Mayor Ed FitzGerald. “Despite facing our own economic challenges, the City of Lakewood is committed to renewing its support of the Beck to enhance its economic viability for the short and long terms.”
Mayor FitzGerald also committed to renegotiating outstanding loan balances owed to the City, resulting in another $45,000 – plus improvement to the Beck’s cash position.
On March 31st, the Beck Center for the Arts announced that the Lakewood-based cultural arts institution was in dire need of $150,000 to continue operations. The announcement drew an overwhelmingly positive response from the community, raising more than $50,000 in less than a week. Support has continued to flow into the institution, as the Beck’s Board of Directors leads the effort to raise sufficient funds to lay the groundwork for the future sustainability of the organization. In addition to donations, registrations for classes and ticket sales have gone up as well.
Beck President Cindy Einhouse expressed her heartfelt thanks to Mayor FitzGerald, the members of City Council, and the community for its support of this vital cultural asset. “The City of Lakewood, and especially this administration, has been a tremendous supporter of the Beck Center in many different ways over the past decades. With the help of these good friends and others, the Beck Center will continue to serve our community long into the future.”

HOLIDAY REFUSE & RECYCLING COLLECTION SCHEDULEDue to the Good Friday holiday, there will be no refuse or recycling collected on Friday, April 10, 2009. Residents whose refuse is normally collected on Monday will have collection on Monday. Residents whose refuse is normally collected on Tuesday, Wednesday and Thursday should have their refuse and recyclables available for collection on the day before their regular day and it will be collected either on that day or their regular day. Residents whose refuse is normally collected on Friday will have collection on Thursday.
Residents are reminded that refuse and recycling should not be placed on the curb or tree lawn until after 6:00 p.m. on the night before your collection day and should be available for collection by 6:30 a.m. on the collection day.
In addition, all Lakewood city offices will be closed on Friday, April 10, 2009 for the holiday.

LAKEWOOD TO RECEIVE $1.9 MILLION FROM NOACA FOR
CLIFTON BOULEVARD TRAFFIC SIGNALSThe Northeast Ohio Areawide Coordinating Agency (NOACA) has announced that it will award $1,963,500 to the City of Lakewood for the Clifton Boulevard Signalization Project. NOACA’s Regional Transportation Investment Subcommittee approved this project to be 100% funded with its Congestion Mitigation/Air Quality (CMAQ) funding. CMAQ funds are allocated to projects that help alleviate traffic congestion and improve air quality.
The new state of the art equipment will use wireless communication. This system upgrade will improve traffic movement, reduce delays, reduce fuel consumption and improve air quality. The system will be more energy efficient and easier to maintain.
The Northeast Ohio Areawide Coordinating Agency (NOACA) is a transportation and environmental planning agency that represents state, county, city, village and township officials. NOACA addresses the transportation, air quality and water quality needs of Cuyahoga, Geauga, Lake, Lorain and Medina counties. NOACA and its partners cooperatively develop and implement plans to ensure that travel throughout the region is safe, cost-effective and environmentally sound.

LAKEWOOD TO PARTICIPATE IN EARTH HOUR ON MARCH 28THThe City of Lakewood will be one of the first communities in Ohio to participate in Earth Hour on March 28, 2009 from 8:30 PM to 9:30 PM. Earth Hour is a global event that encourages individuals and businesses to show their support for reducing global warming by turning out lights and unplugging unneeded appliance for an hour. Lakewood residents are encouraged to turn off their lights from 8:30 PM to 9:30 PM.
The City of Lakewood’s Help to Others (H2O), Keep Lakewood Beautiful, EcoLakewood, GreenSmart Gifts, LEAF and several other community organizations have organized an event to show support for Earth Hour’s global effort and to encourage people to adopt green habits that will reduce the carbon footprint on our planet. The event will take place on March 28, 2009 from 8:00 PM to 9:30 PM at the Woman’s Club Pavilion at Lakewood Park. From 8:00- 8:30 pm, attendees will be able to browse through displays provided by businesses and organizations. High school members of H2O will demonstrate the correct way to recycle curbside in Lakewood. When the lights go out in the Woman’s Club Pavilion at 8:30 PM, there will be outdoor attractions to encourage movement, imagination and fun. Enrique’s Journey: A Conversation about Modern Immigration
Pulitzer Prize winner Sonia Nazario, author of Enrique’s Journey to speak on March 26 in Lakewood
Presented by Facing History and Ourselves and The Allstate FoundationOn March 26 at 7:00 p.m., Facing History and Ourselves and The Allstate Foundation will host a Community Conversation event with author, Sonia Nazario. Her book, Enrique’s Journey, based on Nazario’s Pulitzer Prize-winning newspaper series, recounts the story of a Honduran boy who braves unimaginable hardship to reach his mother in the United States. Nazario will discuss her book and her work as she explores issues of immigration today.
Nazario’s presentation will be the first Community Conversation Series event held in the City of Lakewood by Facing History and Ourselves, and residents are encouraged to attend the free program at Lakewood Hospital’s Wasmer Auditorium. Event partners include The City of Lakewood, the Lakewood Community Relations Advisory Commission, Lakewood Hospital and Lakewood City Schools.
Every year, thousands of young Latina women face the impossible choice of watching their children starve or making the dangerous journey to the United States in the hope of supporting their family. Years later, thousands of their children make the heartbreaking choice to reunite with their mothers by undertaking a long and dangerous journey by freight train and on foot through Central America and Mexico. Sonia Nazario will tell the story of these children and her own decision to follow their journey.

SOCIAL SECURITY OFFICE TO REMAIN IN LAKEWOODOn Monday, March 9, 2009, Mayor Ed FitzGerald and Congressman Dennis J. Kucinich held a joint press conference to announce that the Social Security Administration (SSA) Office will remain in Lakewood. The SSA will be relocating from their current site at Lakewood Center North to a new site located at 17513 Detroit Avenue. This is the current site of Lakewood Christian Church. SSA had been looking for a new site since 2002 and searched all of the western suburbs. Congressman Kucinich and Mayor FitzGerald strongly advocated for them to stay in Lakewood.
Lakewood will benefit by retaining 100 jobs and keeping the $4.4 Million payroll in Lakewood. In addition, the sale of the church will turn this non-taxable property into a taxable property. Lakewood will gain from more than $120,000 in new property tax for the city and the schools.
The site will be redeveloped into a one story building to house the Social Security Administration Field Office. This is a $5 Million dollar development project and the Social Security Administration is projected to move in 2010.
“This is great news for Lakewood,” stated Mayor Ed FitzGerald. “I want to thank Congressman Kucinich and our Planning and Development Department for working so hard to keep the Social Security Office here in Lakewood.” “In these tough economic times, we are happy to be retaining these jobs and gaining the additional tax benefits of turning this site into a taxable property.”
In 2002, the Social Security Administration announced that they would be seeking a new location to meet their needs and they would be searching the entire west side of Cleveland. Congressman Kucinich persuaded the Social Security Administration to strictly adhere to Executive Order 12072, giving local officials greater influence in locating federal offices, and limiting their search to Lakewood. They searched for 7 years to find a suitable location in Lakewood and were having difficulty finding a location to meet all of their needs. In early 2008, the City of Lakewood’s Planning and Development Department made it a priority to find the Social Security Office a new home within Lakewood. Within six months, the City found three potential sites which met the needs of the Social Security Administration and would be beneficial for Lakewood.

LAKEWOOD BLOCK CLUB CAPTAINS’ MEETING SET FOR MARCH 24THThe Lakewood Neighborhood Block Club Program will hold a city-wide block captains’ meeting on Tuesday, March 24, 2009 at 6:45 PM in the Lakewood City Hall Auditorium, 12650 Detroit Avenue. All current block club captains are invited to attend.
The Block Captains meeting will include a discussion of the block watch signs and window stickers that will soon be available. There will also be a short presentation by a representative of Empowering and Strengthening Ohio’s People (ESOP). ESOP has been at the forefront of the foreclosure crisis since 1999, and is a certified HUD Housing Counseling Agency, providing free foreclosure prevention services to Ohio homeowners. ESOP works with homeowners and their lenders to obtain affordable resolutions that preserve home ownership.
At 7:30 PM, there will be a presentation on neighborhood mediation and problem solving. The speaker will be Mr. Ian Heisey of Bellaire-Puritas Development Corporation. Since joining the staff at Bellaire-Puritas Development Corporation in 1996, Mr. Heisey has coordinated the Mediation Program which, with the help of trained community volunteers, offers dispute resolution assistance to any resident, landlord, tenant, business owner or community group in Ward 20 of Cleveland.
Lakewood Neighborhood Block Club is a resident-driven program that helps neighbors work together and work with police and other City departments to ensure safety and security for each person in the community. Block Club operates under the community policing principle that preventing crime and improving our City is everyone’s responsibility. It is successful because people want to assume a more active role in their communities and they work together in a partnership with the City to reduce or eliminate the threat of crime and enhance the quality of life for all.

H2O TO HOST GUITAR HERO TOURNAMENT TO FIGHT LEUKEMIAThe City of Lakewood youth service organization, Help to Others (H2O) is sponsoring a Guitar Hero Tournament on Saturday, March 21, 2009 from 11:00 AM to 2:00 PM at Lakewood High School, 14100 Franklin Boulevard. All proceeds will benefit the Leukemia/Lymphoma Society. H2O is selling refreshments at the event.
Lakewood residents in grades 6-12 are eligible to participate. All players will compete using the Guitar Hero III game on a Playstation 2 system. Tournament brackets will be made for 4 levels of play. The entry fee of $6.00 guarantees a minimum of 2 games. Cash prizes will be awarded to the winners. LAKEWOOD AWARDED ADDITIONAL $1.4 MILLION AS PART OF
ECONOMIC STIMULUS PACKAGEThe City of Lakewood continues to push for its fair share of federal dollars from the 2009 Recovery Act. Lakewood has been recently awarded over $1.4 million from the United States Department of Housing and Urban Development (HUD). This is in addition to the approximately $1.1 million already awarded from the Federal Neighborhood Stabilization Program (NSP) for property acquisition.
The City of Lakewood will receive $589,901 in Community Development Block Grant (CDBG) funding and $902,439 in Homelessness Prevention money, as part of the economic stimulus package.
The Community Development Block Grant (CDBG) program enables local governments to undertake a wide range of activities intended to create suitable living environments, provide decent affordable housing and create economic opportunities, primarily for persons of low and moderate income. One priority of this additional funding is to maximize job creation and economic development. While HUD has not released the specific requirements for spending this money, the additional CDBG money will most likely be spent on public infrastructure or economic development projects.
Lakewood will also receive $902,439 as part of the Homelessness Prevention Fund. The intention of this fund is to provide financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management.
“The City of Lakewood will continue to aggressively pursue any federal dollars we are entitled to as part of the economic stimulus package,” stated Mayor Ed FitzGerald. “We want to make sure that Lakewood gets its fair share of these federal funds.”

On streets that are posted Emergency Snow Ban streets, whenever there is snow fall of two (2) inches or more within a twenty-four (24) hour period, the emergency snow ban takes effect. The snow ban restrictions on parking take effect without any requirement of an announcement by the City of Lakewood. In the event of a snow fall of two inches or more, parking is not permitted on streets posted as emergency snow ban streets. Motorists should always consult the posted signs, and be advised that in the event of a snow fall of two inches or more, the emergency snow parking bans will be enforced.
A city-wide emergency snow parking ban may also be declared in the event of a heavy snow storm. This means parking would not be permitted on any city street until the street has been plowed. Should a city-wide emergency snow parking ban be issued, the city will send the notice to all media outlets, post the information prominently on the City of Lakewood website at www.onelakewood.com and place a message on Lakewood Radio 1660 AM.
Lakewood Codified Ordinance 351.26 and 351.27 contain the provisions of the emergency snow parking bans.

CERT TRAINING SET FOR JANUARY 24THLakewood and the other West Shore Communities will be offering Community Emergency Response Team (CERT) training to interested residents beginning Saturday, January 24, 2009 from 8:00 AM to 12:15 PM. at the Westlake Service Facility, 741 Bassett Road. The course is approximately 20 hours and will take place on February 7, February 21, March 7 and March 21. The final practical exercise will take place on Saturday, April 4, 2009 at 9:00 AM. There is no cost for the training and course materials are provided.
The CERT program teaches skills to prepare residents in the event of an emergency or disaster to help themselves, their families and neighbors if police, fire and EMS cannot respond immediately. CERT training helps people to think clearly and act appropriately when faced with an emergency. Local emergency professionals lead the course.
To participate, you must be 18 years or older, live and/or work in one of the Westshore communities (Lakewood, Bay Village, Fairview Park, North Olmsted, Rocky River and Westlake) and pass a background check. Singles, parents and seniors are all encouraged to participate.

SNOWED-IN CARS WILL BE TICKETED FOR 24-HOUR VIOLATION
RESIDENTS URGED TO CLEAR SIDEWALKSAfter the heavy snowfall this weekend, Lakewood residents are reminded that vehicles may not be parked on any street in the City for more than 24 hours without being used in a usual and ordinary manner. MAYOR ANNOUNCES HEALTHY LAKEWOOD PARTNERSHIP PROGRAMOn December 15, 2008, at the regularly scheduled Lakewood City Council Meeting, Mayor Ed FitzGerald will announce the formation of the Healthy Lakewood Partnership (HELP). This partnership will help design and implement a comprehensive community wellness program, with special emphasis on health factors such as physical activity, diet and nutrition and smoking cessation. The object is to bring every Lakewood community organization together to focus on a city-wide public health strategy. The goal is to elevate the healthy habits of every workplace and every family residing in Lakewood.
A Lakewood community organization, Living Well Lakewood, has already been formed out of this partnership and they will be sponsoring a community health fair on Saturday, January 24, 2009 from 10:00 AM to 3:00 PM at Garfield Middle School, 13114 Detroit Avenue. Dr. Michael Roizen, the distinguished Cleveland Clinic physician who authored the “You, The Owner’s Manual” series of books will be the featured speaker. This event is free and open to the public.
“More and more, healthy lifestyles and community wellness is being recognized as a goal which progressive communities should aspire to,” stated Mayor Ed FitzGerald. “With all that we now know about the consequences of unhealthy lifestyle choices, I believe it is incumbent upon us to leverage all of the public and non-profit resources of this city and integrate them into a city-wide public health strategy. MAYOR PROPOSES DAYTIME CURFEWOn Monday, December 15, 2008, at the regularly scheduled Lakewood City Council meeting, Mayor Ed FitzGerald will propose an ordinance instituting a daytime curfew for all minors during regular school hours on school days. This ordinance is aimed at decreasing truancy and is being proposed after consultation with the Superintendant of Lakewood City Schools.
The ordinance provides for certain exceptions to the curfew to permit a minor to attend legitimate appointments or work study programs. The curfew does not apply to a minor who:
- Has written proof from school authorities that he or she is excused from school attendance for that particular time;
- If the minor is accompanied by his or her parent, legal guardian or other responsible adult selected by the parent or guardian to supervise the minor
- Is participating in a approved work-study program;
- Is on an emergency errand or conducting some other legitimate business.
In addition, this ordinance holds the parents or legal guardians responsible for the making sure their children are not in violation of this curfew. Parents may be charged with a minor misdemeanor for the first offense and a misdemeanor of the fourth degree for each subsequent offense. Minors who violate this curfew will be dealt with in accordance with Juvenile Court law and procedure.

RETAIL OCCUPANCY RATES UP 3% IN LAKEWOODThe Lakewood Department of Planning and Development prepares a quarterly commercial space availability report that measures retail occupancy. The latest report indicates that retail occupancy is up 3% from the previous quarter, for the second quarter in a row.
The December 1, 2008 report shows that 87% of the storefronts on Detroit Avenue are occupied and the occupancy rate on Madison Avenue is 82%. Both streets have seen a 3% increase in their occupancy rates from the last report. The department measures available storefronts, not leasable square footage.
Lakewood’s demographic profile, density and walkability are cited by new and prospective tenants as reasons to invest in Lakewood. Lakewood has over 51, 000 people residing in 5.6 square miles, the most densely populated area in the region. This is a large consumer base enabling local businesses to prosper.
“In these difficult economic times, we are glad to see businesses are choosing to invest in Lakewood,” stated Mayor Ed FitzGerald.
Over the past year, Lakewood has placed on strong emphasis on promoting walkability. The City understands that walkability means easy access to shopping and services; it is good for economic development. LAKEWOOD PIT BULL REGISTRATION DEADLINE IS DECEMBER 6THLakewood residents are reminded that they must register their pit bull/canary dog with the City by December 6, 2008. In July, Lakewood City Council passed legislation banning pit bulls and canary dogs in the City. The law allows for Lakewood residents who already owned a pit bull/canary dog to keep their dog but requires that they register the dog with the Lakewood Animal Control Office. This registration must be completed by December 6, 2008.
To register a dog, owners must fill out a registration form and pay a $50 registration fee. Pit bull owners must also provide a current photograph of their dog, a copy of an insurance policy of not less than $100,000 and proof that their dog has been micro-chipped and spayed or neutered. Other terms, conditions and restrictions apply to the handling of dangerous animal in Lakewood. A full copy of the law is available on the City of Lakewood website at www.onelakewood.com.

LAKEWOOD PARK TENNIS COURTS GRAND OPENING SET FOR NOVEMBER 8th
The City of Lakewood will hold a Grand Opening Ceremony for the newly resurfaced tennis courts at Lakewood Park, 14532 Lake Avenue, on November 8, 2008 at 1:00 p.m. (Rain Date: Nov 9th). The new courts are one of the several projects that have been completed as part of this year’s Parks Initiative. The Grand Opening will include a ribbon-cutting ceremony and a tennis exhibition featuring top ranked, local tennis players.Lakewood Park now offers four newly resurfaced tennis courts (one can be used as a teaching court). The tennis courts feature a Flex Court® all-weather, low maintenance tennis surface which is designed with complete expansion and contraction to fit every climate condition. The surface is self draining, fast drying and leaves no standing water. You are able to play on the surface minutes after it stops raining. Flex Court® is much cooler than concrete or asphalt and has a 25-30 year life expectancy. This playing surface is engineered for maximum shock absorption and grip to reduce body fatigue and prevent against injuries.
The City was able to obtain this court surface at-cost thanks to Bill Dubusker, a Lakewood resident who sells Flex Court®. Bill generously offered to waive his commission fee to make this park improvement more affordable for the City. Lenny Weiss, another Lakewood resident, donated the net poles for the renovated tennis courts.

MADISON PARK PLAYGROUND GRAND OPENING CEREMONY SET FOR SATURDAY, NOVEMBER 1STThe City of Lakewood and the Friends of Madison Park will hold a Grand Opening Ceremony for the new playground at Madison Park, 13029 Madison Avenue, on Saturday, November 1, 2008 at 11:00 AM.
The new playground has a state-of-the art safety surface and lots of new equipment. The Kids Choice® Three Level Mega Tower, geared toward 5-12 year olds, features multiple slides and climbers in addition to a rock wall. The Tots Choice® play structure, which is a smaller structure geared toward 3-5 year olds, features monkey bars, a goldfish bridge, slides and climbers.
In addition to the larger playground equipment, there is also a swing set which includes baby swings and swings for older children, various play activity stations and a bumble bee and motorcycle spring rider.
For parents, the playground includes an umbrella covered circular bench so parents can sit and watch their children right on the playground. Adjacent to the playground is a new covered pavilion which has picnic tables that can be used for birthday parties or a family gathering.

HALLOWEEN TO BE OBSERVED ON FRIDAY, OCTOBER 31ST
Free High Visibility Tape, Glow Necklaces and Safety Tips OfferedThe City of Lakewood will observe Halloween between the hours of 6:00 p.m. and 8:00 p.m. on Friday, October 31, 2008. The Lakewood Division of Fire is distributing reflective tape for children’s costumes and glow necklaces through October 31st at all three Lakewood fire stations between the hours of 10:00 a.m. and 6:00 p.m. The glow necklaces were generously donated by the Lakewood Chamber of Commerce.
The City offers these safety tips for parents, residents and drivers:
- Parents should encourage their trick-or-treaters to be especially careful after sunset. If escorting their children, parents should carry a flashlight as an additional safeguard.
- Residents giving out candy and treats can help prevent accidents by reminding children to be especially careful crossing streets and to walk up and down steps, instead of running.
- Halloween night drivers should be especially vigilant. Motorists should drive more cautiously and be prepared to stop.

LAKEWOOD ANNOUNCES FALL LEAF COLLECTION SCHEDULEThe City of Lakewood will begin collecting loose leaves on Monday, November 3, 2008 and will continue until approximately December 12, 2008 weather permitting. Prior to November 3 and after December 12, leaves will be collected only when they are placed in paper yard/leaf bags and set out along with your regular refuse and recycling.
Due to the excessive amount of leaves on Clifton Boulevard and Lake Avenue, these streets will be collected separately. Collection crews will start working at the east end of Clifton Boulevard and Lake Avenue and work west until completed. Collection pick-up for these streets is scheduled to begin on November 3 with additional pick-ups beginning November 17 and December 1.
After crews have completed Clifton and Lake, they will collect leaves citywide starting from the west end and working east. Pick-up dates are weather and equipment dependent.

In order to make the leaf collection process as effective as possible, the City asks residents to please rake leaves onto tree lawns as close to the curb as possible. Raking leaves into the street will slow the collection process and may cause basement flooding.

LAKEWOOD HONORS FALLEN FIREFIGHTERS IN ANNUAL MEMORIAL CEREMONY ON SUNDAY, OCTOBER 5THMayor Ed FitzGerald, Lakewood City Council and the City of Lakewood’s Division of Fire will honor firefighters who have died in the line of duty at the Fallen Firefighter Memorial Ceremony on Sunday, October 5, 2008 at 12:00 p.m. at Fire Station No. 1, 14601 Madison Avenue. All on-duty fire personnel will gather with fire apparatus at the site of the Firefighter’s Memorial in front of the station. Following the ceremony, there will be a Fire Open House including a tour of the Fire Station and the Fire Museum in Station No. 1 from 12:30 – 1:00 p.m.
“We are so very grateful that these individuals put their lives on the line for us every day, and we appreciate the opportunity to thank them and honor them and at our City’s annual ceremony,” said Mayor FitzGerald.
Lakewood’s annual Fallen Firefighter Memorial ceremony marks the beginning of National Fire Prevention Week from October 6-10, 2008. Since 1925, the City of Lakewood has joined other towns and cities across the nation in observing National Fire Prevention Week during the anniversary of the Great Chicago Fire.
In other activities intended to educate the public about fire safety, the Fire Prevention Bureau will visit elementary schools to give safety talks and demonstrate firefighting equipment. The 2008 Fire Prevention Week theme is "Prevent Home Fires".
The Division of Fire is also conducting its yearly Junior Fire Chief essay contest for fifth grade students, and will distribute free high-visibility tape for children’s Halloween costumes starting Monday, October 13th between 10:00 a.m. and 6:00 p.m. at all three Lakewood fire stations. Firefighters will also visit 50-80 senior households on Saturday, November 1st and replace smoke detector batteries as part of the national “Change Your Clock, Change Your Batteries” campaign.

LAKEWOOD PLANS VETERANS MEMORIAL RENOVATIONThe City of Lakewood and the Lakewood Veterans Committee are planning a major renovation project for the Veterans Memorial at Lakewood Park. The plan includes making the site more accessible for people with disabilities, replacing the concrete pad surrounding the Veterans Monument, adding a brick paver walkway, shifting the memorial area so it faces north instead of south, new landscaping and adding military markers for each branch of the armed services. The Veterans Monument and the cannon will remain in their current location. Matthew McCue, an architect with McCue Design Group, donated his time to create a landscape master plan for the Memorial.
On August 5th, the Lakewood Planning Commission approved the proposal for changes to the Lakewood Veterans Memorial which address accessibility and aesthetics for the site. The Planning Commission decided to incorporate this proposal into the City’s Master Plan and the Lakewood Park Master Plan as it is consistent with our Parks Initiatives. On August 25, 2008, the plan was presented to Lakewood City Council.
The Lakewood Veterans Committee has asked John Kikol to be the Chairman of the Veterans Memorial Renovation Project. Mr. Kikol has organized many regional events and fund raising efforts for the families of our military, police and firefighters.
The Veterans Committee is planning to raise funds for this project and is hopeful they can get many of the supplies and labor donated. A brick paver campaign has already begun that offers people the opportunity to purchase engraved bricks to surround the Veterans Memorial area. Fundraising efforts also allow individuals to donate money for benches and trees.

Most importantly, it needs to become more accessible for people with disabilities. We are happy to be working with the Veterans Committee to accomplish this goal.”

LAKEWOOD COMMUNITY FESTIVAL SET FOR
SATURDAY, SEPTEMBER 6TH AT MADISON PARKThe 21st annual Lakewood Community Festival is scheduled for Saturday, September 6, 2008 at Madison Park, 13029 Madison Avenue. The festival celebrates community, cultural heritage and families. It is a day of fun and activities for everyone.
The festival will begin at a fast pace with the 5K “Kielbasa Run” at 9:00 a.m. and the ½ mile Children’s Fun Run at 10:00 a.m. Applications for the run are available on the City of Lakewood’s website at www.onelakewood.com/citynews.html. At 11:00 a.m., there will be a Flag Raising Ceremony by various military organizations. Entertainment will include Silhouette Dance Studio, Lakewood Guitar Consort, the Polka Pirates, Logan Wells, John Pastirik & the Bird Town Boys, the Riley Brothers and more.
Craft and game booths, pony rides, children’s games, the NASA Bus, Alpacas from the Starburst Suri Alpaca Ranch, The Westshore Enforcement Bureau SWAT Team, Birdtown Reunion and the Lake Erie Nature Center will all be part of the festivities, as well as a variety of delectable foods including stuffed cabbage, pierogies, cabbage and noodles, kielbasa and sauerkraut, meatball sandwiches, pizza, French fries, and funnel cakes, Vietnamese and Chinese cuisine and other dishes. An assortment of traditional ethnic baked goods and other desserts will be available.
The festival, sponsored by the Lakewood Community Festival, Inc. and the City of Lakewood, is traditionally the last event of the summer. Proceeds from the festival will be donated to various local organizations. In the event of rain, the festival will be held on Saturday, September 13, 2008.

CERT TRAINING COMING IN SEPTEMBERLakewood and the other West Shore Communities will be offering CERT training to interested residents beginning Monday, September 15, 2008 at 6:30 PM. at the Westlake Service Facility, 741 Bassett Road. The course is approximately 20 hours and will take place on the Monday evenings from September 15 through October 27. The final practical exercise will take place on Saturday, November 1st at 9:00 AM. There is no cost for the training and course materials are provided.
The CERT program teaches skills to prepare residents in the event of an emergency or disaster to help themselves, their families and neighbors if police, fire and EMS cannot respond immediately. CERT training helps people to think clearly and act appropriately when faced with an emergency. Local emergency professionals lead the course.
To participate, you must be 18 years or older, live and/or work in one of the Westshore communities (Lakewood, Bay Village, Fairview Park, North Olmsted, Rocky River and Westlake) and pass a background check. Singles, parents and seniors are all encouraged to participate.

BREAKTHROUGH IN LABOR NEGOTIATIONS
LAKEWOOD PARAMEDICS ASSOCIATION SIGNS CONTRACTAfter over 18 months of negotiations, the Lakewood Paramedics Association has reached an agreement with the City of Lakewood for a three-year contract for the period 2007-2009. This contract calls for a 0% wage increase for 2007 & 2008 and a 2.5% wage increase in 2009. The contract also changes their medical insurance plan from a 100% coverage plan to a 90/10 plan. The contract will be presented to Lakewood City Council at their next council meeting.
“I appreciate the willingness of the Paramedics to negotiate this contract and make sacrifices during these difficult times,” stated Mayor Ed FitzGerald. “This is a big step forward for the city beginning to live within its means and will help avoid future cuts in service and employees.”

It has been a road of evolution for Brigid’s Cross since their first festival performance at the Riverfront Irish Festival in Cuyahoga Falls, Ohio, in 1996. LAKEWOOD LAUNCHES ENHANCED WEBSITE HOME PAGEThe City of Lakewood’s website www.onelakewood.com has launched a new home page which is more customer-oriented by making navigation easier throughout the site. New features on the home page include quick links to some of the most-frequently requested information, news flashes to recent press releases and a mini-calendar of the most current upcoming events in the city. The site also continues to host more video content. Throughout the rest of the year, the City will be rolling out other new features and visual enhancements including the implementation of drop-down menus for easier movement throughout the entire site.
“Our website redesign is a work in progress,” stated Mayor FitzGerald. “The new home page is the first phase of the project. Over the coming months you will see more enhancements to our site.”
Earlier this year, the City changed the domain name of it official website to www.onelakewood.com. This change has made it easier for visitors to find the site and to remember the web address.

LAKEWOOD CELEBRATES THE FOURTH OF JULY

FIREWORKS IN LAKEWOOD PARK AT DUSKLakewood Mayor Ed FitzGerald today announced that Kenneth Warren from the Lakewood Public Library will serve as the Grand Marshall for the City’s Fourth of July parade. The parade is scheduled to step off on Friday, July 4, 2008 at 10:00 a.m. on Lake Avenue at Kenneth Drive and conclude at Lakewood Park.
Kenneth Warren is the Director of Lakewood Public Library. He graduated Phi Beta Kappa from the State University of New York at Buffalo. He began his professional career as Children's Librarian in the Waco-Mclennon County Public Library in Waco, Texas. He served as Assistant Director in Leonia Public Library in Leonia, New Jersey and as Director of Dover Free Public Library in Dover, New Jersey.
In his spare time, he is active in civic journalism and small press literary publishing. He is an advisor to the Lakewood Observer. Since 1993, he has edited House Organ, a quarterly letter of poetry and prose, from his home on Belle Avenue. With Fred Whitehead, he edited and introduced The Whole Song: Selected Poems by Vincent Ferrini for University of Illinois Press.
The Lakewood Public Library officially reopened on June 1, 2008 after a $17.8 million dollar expansion and renovation project. The new facility has nearly doubled the size of the Main Library from 55,000 to 93,000 square feet with room for greatly expanded children's services and computer access, not to mention more books, movies, music, newspapers and magazines.
“We are pleased to honor Ken Warren for all he has given to the Lakewood community” said Mayor FitzGerald. “We are proud to have him serve as Grand Marshall of the Fourth of July Parade.”
Joining in the parade will be musical favorites, the Lakewood High School Ranger Marching Band, St. Edward High School Band, the Lochaber Pipe Band and Red Hackle Pipe Band. The Lakewood Christian Service Center, the City’s food bank, is requesting that parade attendees bring a canned food item to donate as they will be collecting along the parade route.
After the parade, festivities will continue in Lakewood Park with games, food, activities and information provided by several of Lakewood’s not-for-profit organizations. At 7:00 p.m., the Lakewood Project, Lakewood High School’s Youth Rock Orchestra, will perform at the Bandstand at Lakewood Park.
The Fourth of July festivities will conclude with Lakewood annual fireworks extravaganza at approximately 9:45-10:00 p.m. This year’s fireworks are being sponsored by Ice Land USA-LLC, the new operators of Winterhurst Ice Rink.

RIBBON CUTTING CEREMONY SCHEDULED FOR NEWLY REMODELED WESTERLY APARTMENTSA ribbon cutting ceremony is scheduled for Tuesday, June 24, 2008 at 3:00 PM to unveil the newly remodeled apartments in Westerly II, 14306 Detroit Avenue. Twelve efficiency apartments have been converted into 8 one-bedroom apartments. All of the apartments received new cabinets, appliances, fixtures, flooring and carpet, along with ADA compliant bathrooms and kitchens. These renovations were funded through the Cuyahoga County HOME Program.
In 2005, the City of Lakewood obtained funding from the HOME Program to conduct a pilot program to convert 6 efficiency units into 4 one-bedroom units. The conversion was completed in June 2006 with the remodeled units being updated to ADA guidelines with large bathrooms, step-in showers and fully accessible kitchens. This pilot program was so successful that in 2007 the City of Lakewood applied for, and received, additional HOME Program funding from the County to convert these additional 12 efficiencies into 8 one-bedrooms. This second phase was completed in June 2008.
Westerly II was opened in 1968 with 160 efficiency size apartments for people age 62 years and older. It is part of the Westerly Apartments campus, a 492 unit senior living community that includes the Barton Community Center, conveniently located in downtown Lakewood. Westerly is owned by Lakewood Senior Citizens, Inc., a nonprofit organization begun in 1962 and guided by an 11-member board of trustees comprised of local volunteer business and community leaders. The Westerly complex is managed by LSC Service Corp.

MAYOR FITZGERALD IS LISTENING TO LAKEWOODOn Thursday, June 19, 2008, Mayor Edward FitzGerald kicked off his Listening To Lakewood (L2L) Program. He will be walking different neighborhoods in the City for a two-week period with members of his Administration and talking with residents to find out what questions and concerns they have about the City. At the end of the two weeks, he will hold a neighborhood meeting where there will be a question and answer session along with a Power Point presentation addressing the challenges our city faces and what City Hall is doing to overcome them.
The first neighborhood the Mayor is walking is McKinley Avenue to Woodward Avenue between Madison Avenue and Lakewood Heights Boulevard. The neighborhood meeting will be held at Harding Middle School, 16601 Madison Avenue, on Thursday, June 26, 2008 at 7:00 PM.
Beginning June 30, the Mayor will be walking Manor Park to Elbur between Merl Avenue and Madison Avenue. The neighborhood meeting will be held on Thursday, July 10, 2008 at 7:00 PM in the Lakewood High School East Gym, 14100 Franklin Boulevard.
“I want to hear what residents have to say about the City and I want to address their concerns,” stated Mayor FitzGerald. “Listening to Lakewood is an opportunity for me to go into a neighborhood and hear what residents are talking about. CITY & SCHOOLS RESPOND TO REQUESTS FOR RECREATIONAL OPPORTUNITIESThe Lakewood Police Department and the Lakewood Recreation Department are offering Basketball Open Gym Sessions for Lakewood children under the age of 18. The sessions will be held on Wednesdays beginning June 18, 2008 and continuing through August 13, 2008 from 6:00 PM to 8:00 PM at Garfield Middle School, 13114 Detroit Avenue. These sessions are for Lakewood residents only.
Students must carry a separate pair of gym shoes into the building and will be required to change their shoes before entering the gym. Street shoes will not be permitted. All sessions must maintain sufficient attendance. Sessions not meeting sufficient attendance may be cancelled without notice. These open gym sessions are sponsored by the Kiwanis Club of Lakewood.
The idea for open gym sessions came out of a series of meetings with the Lakewood City Schools specifically related to the Youth Safety Initiative. The issue of the removal of some basketball hoops from city parks with no replacement was addressed and the idea was formed. The City of Lakewood and the Lakewood City schools have pledged to work more closely on recreation issues to meet the needs of the community.

CITY HAS REACHED TENTATIVE AGREEMENT TO LEASE WINTERHURSTThe FitzGerald Administration has reached a tentative agreement to lease Winterhurst Ice Rink to a private company. The agreement, which will be presented to Lakewood City Council at a Special Council Meeting on Friday, June 6, 2008, provides for Iceland USA to lease the Winterhurst facility for 5 years.
The terms of the agreement include:
- Iceland USA will invest approximately 1 million dollars in new improvements to the facility. The renovations will include new locker rooms, a new entranceway, new flooring and new boards and glass for the entire facility;
- The City will receive a $75,000 lease payment per year and 10% of the net profits from the facility;
- Iceland USA will absorb employee costs which will result in approximately 13 less employees on the city’s payroll;
- Iceland USA will be responsible for landscaping, snow removal and routine maintenance of the facility;
- Iceland USA will sponsor the 2008 Fourth of July fireworks display;
- Lakewood residents will continue to receive a resident discount.
Iceland USA currently manages the City of Strongsville’s ice rink facility. They also have an association with Quicken Loans Arena and the Cleveland Monsters hockey team.
“We are pleased we have reached a tentative agreement to lease the Winterhurst facility,” stated Mayor Edward FitzGerald. “This agreement will result in a savings to the city of approximately $1 million dollars over the course of the lease. The extensive renovations will also bring the facility up-to-date in a way the City could not afford.”

LAKEWOOD TO HOLD WALKABLE COMMUNITIES WORKSHOP ON JUNE 2Lakewood Community Progress Incorporated and the City of Lakewood will hold a Walkable Communities Workshop on Monday, June 2, 2008 from 8:30 AM to 12:00 PM in the Beach House at Clifton Beach. This workshop will focus on the ½ mile stretch of Clifton Boulevard that bisects Clifton Park. This area has been selected as the site of the first walkability audit. It is virtually the only area in the city that has no built infrastructure for pedestrian activity.
The City of Lakewood was selected to participate in the Walkable Communities Initiative sponsored by the National Center for Bicycling & Walking. The initiative is funded by the National Center for Bicycling & Walking (NCBW) and is presented with the support of Lakewood Community Progress Inc. NCBW's program is to change the way communities are planned, designed and managed to ensure that people of all ages and abilities can walk and bike easily, safely and regularly. The changes needed to make communities more physically active places will be achieved only through sustained action at the local level – in each community – demanded by the public and supported by positive national, state, and local policies and programs.
The workshop will identify the essential elements of a walkable environment. Armed with that information, participants will walk the Clifton Boulevard stretch making notes about existing obstacles and potential enhancements. Attendees will then return to the Beach House for discussion and documentation of ideas/recommendations. Community participation is essential to the success of the workshop and will play a critical role when soliciting funds for proposed changes to the area.May 29, 2008

LAKEWOOD FARMERS MARKET TO OPEN WEDNESDAY, JUNE 4THThe Lakewood Farmer’s Market opens for its tenth season on Wednesday, June 4, 2008 at 11:00 a.m. in the Kaufmann Park Parking Lot behind Drug Mart, 15412 Detroit Avenue.
The Farmer’s Market offers locally grown produce along with freshly baked breads and pastries, artisans and craftspeople who help to create a festive market atmosphere for the Lakewood community. The Market will operate every Wednesday through October 1, 2008 between 11:00 a.m. and 2:00 pm.
The Market is operated by the North Union Farmer’s Market in collaboration with the City of Lakewood and features vendors who grow their own produce on small, family-owned farms. Organizers expect up to 15 vendors at each Wednesday’s market.
The North Union Farmer’s Market is a not-for-profit organization incorporated in 1995 dedicated to supporting family farms in northeast Ohio, providing urban people access to fresh, locally grown produce and creating a wholesome family activity that builds community.

In addition, the Lakewood Early Childhood PTA will offer crafts, face painting, a D.J., bounce houses, a balloon artist and much more. Refreshment will be available.

Lakewood Hospital will offer an “Ask A Doc” booth and The Cleveland Safe Kids Coalition will be providing car seat safety checks. The Burning River Roller Derby Girls will perform at the skate park and Spin Bike Shop of Lakewood will offer a bike repair station. There will also be tennis and golf clinics and a miniature safety town staffed by the Lakewood Recreation Department.

MEMORIAL DAY PARADE AND CEREMONY SET FOR MAY 26THThe Joint Veterans Council of Lakewood and Rocky River will hold a Memorial Day Parade and Ceremony on Monday, May 26, 2008 in Rocky River. The Parade will begin at 10:30 a.m. at Rocky River High School and continue west on Detroit Road to Lakewood Park Cemetery. Any veteran or veterans organization wishing to participate in the parade, should call Parade Marshal Richard Healy at (216) 221-3376 by no later than May 22nd.
Weather permitting and as the parade begins, the United States Air Force will be in the skies over northeast Ohio preparing for the first of two aerial flyovers. The aircraft flying in formation are huge fixed wing transport craft known as Hercules C-130’s. These planes will pass over between 10:30 and 10:50 am.
After the parade, a Memorial Day service will take place at Lakewood Park Cemetery to honor our fallen comrades. The ceremony is scheduled to begin at approximately 11:15 am. Lakewood's Mayor Edward FitzGerald and Rocky River's Mayor Pamela Bobst will give opening remarks.
This year’s keynote speaker is North Olmsted Mayor Thomas O’Grady. Mayor O’Grady is a retired U.S. Army Officer and a member of the Disabled American Veterans. He served his country in Europe, Asia, and throughout the United States as a career US Army Officer until his retirement in 1993. He has served as Mayor of North Olmsted since 2005. Prior to becoming Mayor, O’Grady served a member of North Olmsted City Council since 1996 and was President of Council from 2002-2005. Mayor O’Grady is a former teacher of history and government for the North Olmsted City Schools.

HOLIDAY REFUSE & RECYCLING COLLECTION SCHEDULEDue to the Memorial Day holiday, there will be no refuse or recycling collected on Monday, May 26, 2008. Residents whose refuse is normally collected on Monday will have collection on Tuesday. Residents whose refuse is normally collected on Tuesday, Wednesday and Thursday should have their refuse and recyclables available for collection on their regular day, and it will be collected either on that day or the day after. Residents whose refuse is normally collected on Friday will have collection on Friday.
Residents are reminded that refuse and recycling should not be placed on the curb or tree lawn until after 6:00 p.m. on the night before your collection day and should be available for collection by 6:30 a.m. on the collection day.

LAKEWOOD START-A-HEART COMMITTEE TO OFFER
HEARTSAVER AED COURSEThe Lakewood Start-A-Heart Committee is offering the Heartsaver AED Course on Wednesday, May 14, 2008 from 6:00 to 9:00 p.m. at Fire Station #1, 14601 Madison Avenue.
The Heartsaver AED Course teaches the basic techniques of adult CPR and how to use an Automatic External Defibrillator (AED). Students also learn about using barrier devices in CPR and giving first aid for choking. The course teaches how to recognize the signs of four major emergencies: heart attack, stroke, cardiac arrest and foreign-body airway obstruction. The scope of this course does not include infant (0-12 months) CPR technique.
The cost for the class is $20.00. It must be paid in advance and is non-refundable. To register, call (216) 227-2481. Books are also available to purchase prior to or at the class for $12 each.The Lakewood Start-A-Heart Committee was formed in conjunction with the Lakewood Hospital Association to expand the current AED program within the City of Lakewood. In 2005, Lakewood Hospital Association generously contributed $25,000 toward the purchase of additional AEDs, supplies and training. The Start-A-Heart Committee directs the expansion and future implementation of the AED Public Access Program, determines the purchase and placement of the AEDs within the City, the purchase and distribution of supplies for the AED Program and training related to the use and operation of the AEDs. The Committee engages in fundraising efforts to help support the future financial needs of the program.

LAKEWOOD TO CELEBRATE NATIONAL EMS WEEK MAY 18 – 24The City of Lakewood will celebrate Emergency Medical Services Week from May 18-24, 2008 in conjunction with the national celebration. EMS Week celebrates EMS providers who serve their communities to not only save lives, but to educate the public in areas of injury prevention and healthy living. This year’s theme, “Your Life is Our Mission” exemplifies the excellent services provided every day, under any circumstances, by Lakewood emergency medical personnel.
To celebrate EMS Week, paramedics and emergency medical technicians from the Lakewood Fire Department are focusing on the importance of healthy living. Adults will receive handy blood pressure record keepers that can be kept in a purse or wallet, and children will get Junior Paramedic stickers, pencils, EMT plastic helmets, educational activity books, and temporary tattoos.

ANNUAL FIRE HYDRANT TESTING BEGINS MAY 5thThe City of Lakewood Division of Fire’s annual fire hydrant testing program begins Monday, May 5, 2008. Testing will be done on Mondays, Tuesdays, Wednesdays and Thursdays throughout the month of May. Annual hydrant flushing is necessary to assure proper hydrant operations during fire emergencies.
The testing may cause temporary discoloration of the water supply and residents should check the color of their water before washing clothes to guard against discoloring fabrics. After a few hours, the sediment will settle and the water should run clear again. While the water may appear unsightly, discoloration is due to the release of built-up mineral deposits present in all water mains.
Residents with questions about the fire hydrant testing may call 529-6607 after 9:00 a.m. on weekdays.

H20 SUMMER SERVICE CAMP APPLICATIONS ARE NOW AVAILABLEThe Lakewood Department of Human Services-Division of Youth H20 “Help to Others” Summer Service Camp is now accepting applications on for Summer Camp. Applications are available online at www.onelakewood.com/human_youth_main.html. Printed applications are available at the Lakewood Division of Youth, the Lakewood Public Library and the Lakewood Recreation Department. The deadline for entering the lottery-style registration is 5:00 p.m. on Friday, May 2, 2008.
During the two-week camp session, Lakewood residents entering grades 6-9 spend the morning performing activities at various service sites and the afternoon is spent on game time and team building activities. Trained high school students act as service mentors for the younger participants. These skilled counselors supervise, instruct, motivate and empower their teams of five to six campers through a rich variety of hands on activities and learning experiences.
H2O is a program of the Lakewood Department of Human Services Division of Youth in partnership with Lakewood City Schools. Under the direction of staff from the Division of Youth, H2O programs are intended to build and strengthen the confidence and resources of Lakewood’s young residents through service projects.

SPRING FLING SET FOR APRIL 3rdThe Spring Fling, an intergenerational dance for area seniors and Lakewood High Schools students, will take place on Thursday, April 3, 2008 from 3:30 p.m. to 5:30 p.m. at Garfield Middle School, 13114 Detroit Avenue. This is an opportunity for residents – young and old – to celebrate spring together.
This year’s Spring Fling will feature musical groups from Lakewood High School, the Lakewood High School Jazz Band & Workshop Band and musical groups from Garfield School. Refreshments will be served by Lakewood High’s Ranger Student Catering Program.
The event is sponsored by the Lakewood Department of Human Services-Divisions of Aging and Youth (H20 Program) and the Lakewood Kiwanis Club.

LAKEWOOD DEPARTMENT OF HUMAN SERVICES TO SPONSOR PARENTING SERIESThe Department of Human Services-Division of Early Childhood will sponsor a free, 8-week parenting series beginning Thursday, April 3, 2008. The series will be held at the Lakewood Family Room, 17400 Northwood Avenue, from 6:00 p.m. to 8:00 p.m. each Thursday through May 22nd. The series will offer parents of children 0 to eight years of age a chance to learn new ways to manage their own stress, problem solve and give positive attention. This series is being offered as part of the Greater Cleveland Family Support Consortium which is a collaboration of the Lakewood Department of Human Services/Early Childhood, the Heights Parents Center and the Shaker Family Center. H2O TO HOST GUITAR HERO TOURNAMENT TO FIGHT LEUKEMIAThe City of Lakewood youth service organization, Help to Others (H2O) is sponsoring a Guitar Hero Tournament on Saturday, April 19, 2008 from 11:00 AM to 1:00 PM at Lakewood High School, 14100 Franklin Boulevard. This event was originally scheduled for March 8 but was rescheduled due to the weather. All proceeds will benefit the Leukemia/Lymphoma Society. Spectators are asked to donate $1.00 for admission. H2O is selling refreshments at the event.
Lakewood residents in grades 6-12 are eligible to participate. All players will compete using the Guitar Hero II game on a Playstation 2 system. Tournament brackets will be made for 3 levels of play. The entry fee of $6.00 guarantees a minimum of 2 games. Cash prizes will be awarded to the winners.
